you have one of your great hats on. people there with you to brave the cold all night. what's this about? >> reporter: yeah. we have people out here participating in a contest with chick-fil-a. they have a new branch that opened up. the first 100 people in line when they open their doors at 6:00 a a.m. they get chicken for a year. and look at all the people who have stayed the night out here. i checked on my phone a little while ago. it is only 10 degrees here in dumfries. so extremely cold. as you can see, these folks have been spending the night, sleeping in tents and chairs, including tony here. talk about how cold it's been. >> well, it's about 10 degrees. we have a space heater. another space heater that failed. plenty of propane tanks which i learned are refillable to help the environment. chicken is part of a balanced diet. a big shoutout from my friends
from college. she didn't show up. >> it's probably too cold for her. so talk about how people have been bonding together here in the cold and what you have been doing. have you been able to go inside and warm up a little? >> well, bathroom breaks. then they let you go in for dinner. and then they gave you -- if you posted a picture online they gave you a little coupon that allowed you to stay for 15 minutes. i posted three pictures so i went in for 45 minutes and donated one. an elderly man, they were giving tickets to him so he could stay in there longer. everybody has to come in. i think they can be as nice as they can with conditions being what they are. >> worth it? >> oh, of course. a buddy and i are splitting them down the middle. that's 26 each. it takes a long time to eat 52

this morning, we're learning new information about a paris suburb. the two people shot are a police officer and street sweeper. boat have serious injuries. after 8:00 a.m. local time, the officers stopped to investigate a traffic accident. for more on the investigation into the mass shooting, let's go todan at the live desk. an all out manhunt for the two brothers. it is prompting concern because as the two men remain at large, who knows what they can be up to. photos have been circulated across france and the world. two of the three men who attacked the satirical magazine charlie hebdo. an 18-year-old man turned
himself in in northeastern france. the three men accused of attacking the magazine known for satirical depictions of islam and others. one of the brothers is known to french police. he has been charged with criminal association related to a terrorist enterprise. back in 2005, he was arrested. he served some time. after he got out of jail that's when, according to authorities he left france and went to iraq to join islamist militants there. so again, this manhunt is under way in france. right now there are high level cabinet meetings to discuss the shooting that just happened this morning. it is also a national day of mourning. at noon local time, a moment of silence observed throughout the country. eun and aaron? >> thank you richard. >> experts identified the one thing you might be doing too early when securing your child in the car. one nba team is giving a new

disturbing details a florida father now in custody accused of throwing his 5-year-old daughter over a bridge and into the tampa bay. someone tried to resuscitate her but it was too late. an officer on his way home spot at a vehicle speeding past him 100 miles per hour. the man got out of the car grabbed the little girl, throw her over the bridge, then get back in the car and leave. another police officer was able to catch up with with that
driver. he is believed to be the little girl's father. police do not know why he would do something like this. that's the >> later today, we could learn whether d.c. will be the choice to host the summer olympics 10 years from now. the district is up against three other american contenders. united states olympic committee will be meeting in denver today. it's also considering boston, san francisco, and los angeles for the bid for the united states. members are expected to announce their decision when this meeting is over today. we don't know exactly how they're evaluating these candidates. you might remember sports figures political leaders made this video in hopes they would help to make their case. it is fun to imagine what the olympics would mean for our area, like a new stadium, for example. but even if d.c. is chosen today, it's going to be a long time before we have an idea about whether it has a real hope for the olympic games.
the international olympic committee will announce its finalist spring of 2016. the final winner won't be chosen until september 2017. you can make sure you have the nbc washington app. we will spend you breaking news alert as soon as that decision is announced. d.c. street cars are still testing. there have been a few issues. take a look. one hit a car last night. no one was hurt. you can see the damage on the car's bumper in the back. police and vdot have not told us who they believe is at fault. this is the system's second crash in five days. a street car hit a car on h and 6th street northeast. no one was hurt in that incident either. the street cars do not appear to be damaged in either of those crashes. the system is expected to open for passengers by the end of the month. new this morning north korea is threatening war over the latest round of sanctions imposed by the u.s. in a statement from that country they said that america
has never "experienced a hail of bullets and shells on its own territory". the u.s. hit the north in sanctions for its cyber attack on sony. north korea denied it carried out that attack. 500 health workers have been killed by the ebola virus. 800 were also affected by the virus. the epidemic continues to spread across sierra leone begin cancer and liberia. 20,000 people have been sick and killed 8,000 people. the new numbers show doctors and nurses working at ebola treatment centers are among those at highest risk. funerals and burials are still a source of disease transmission. take a look at this 40-car pileup in michigan. state police say people were driving too fast in white-out conditions on u.s. 31 near grand
rapids. no serious injuries reported though. at least 17 cars and multiple tractor traived in a deadly pileup on i-80 in western pennsylvania. white-out conditions caused this crash. plans were overwhelmed. a bus had to be brought in to take 15 people to the hospital. 30 people were injured in that wreck. . it is just an awful thing. in this wintertime weather you have to have your wits about you all the time. waeug waking up in bowie it is negative 1. >> i don't want to see negative anything. we are check anything with weather and traffic weather and traffic on the 1s at 5:21. >> it is enough to call this a weather alert day. we will have updates with this dangerously cold weather in place through much of the day ahead. the winds have diminished a bit. but we still have a big area under windchill advisories.

developmental services said it has been couple pliant since the 1990s. two leading cancer organizations, the american association for cancer research and american society of clinical herbed a statement to the fda. they are asking for proof of age requirements for sales. well it could be another way to get you interested in sports. during last night's atlanta hawk game, fans were invited to use the popular app tinder to make love connections during the game. >> apparently that's how people meet up these days. they called it swipe right night if you're both interested, it creates a match.

fill up your gas tank the night before. that will reduce the chance that the water vapor will freeze and block your fuel line. check your tire pressure. as the temperature drops, the fires deflate a little bit. check your battery. an old battery will have trouble starting your car in the morning. top a off your raditifreeze mix and de-icing windshield solution as well. finally, if you find your car door locks have frozen in the morning, dip your key in rubbing alcohol and insert that into the lock. the key should turn. police say you don't want to turn your car to warm it up and go back in the house. your car could be stole especially. more ways to make sure you are ready for the freezing cold, nbc washington app. . be sure to take care of your animals today too. you could face a big fine for leaving your dog outside. if you're caught, the penalty is $500.

live desk right now from france. a a second shooting there this morning. we have just learned that the police officer, the traffic officer that was shot in that shooting has now died. this was in a southern suburb in france where the traffic officer apparently gunned down by a man dressed in black. a street sweeper was also shot. at this point police have not been able to connect the shooting to the mass shooting yesterday at the headquarters for charlie hebdo. 12 people were can killed in that shooting yesterday. now a second shooting today. we have confirmed one person has died. a police officer that was shot there. there is still a manhunt for the shooter involved in this morning's shooting as well as two brothers that are suspect in yesterday's shooting. a lot developing in france. eun and aaron. >> richard thank you. it is 5:38. 12 degrees outside of our

the president has called french president hollande offering condolences to the family. a national day of mourning as they try to track down the last two suspects. aaron? tracie thank you. >> in northwest washington, dozens of people gathered at the museum to read the names of the victims. the names of 12 people were read, each followed by the phrase i am charlie. people came out holding pens to support freedom of speech. >> they need to be stopped. >> at one point it became so cold that the museum invited people from those rallies to go inside to get a break from the cold weather. . 5:50 now. new this morning, the group justice for john gear will protest outside of police headquarters.
the police accountability group is protesting against his death. a transparency of the fairfax county police department and the circumstances surrounding gear's death. the protests will highlight the need for a citizen review board in fairfax county. close to 200 people are expected to attend the protest. it will take place outside the matthew building from 10:00 a.m. to 2:00 p.m. in light of today's protest and community concerns, fairfax county hopes to build a relationship between police and the community. the board of supervisors announced the formation of communities of trust committee. the goal is to enhance the communication that police have with residents. the group was formed as a direct response to the recent police-involved shootings. new raolsules could be coming to schools as to when a student is
